Where does RNG testing and certification fit in?

RNG certification is one laboratory-run component inside a wider testing programme, not the whole of it. It verifies only the random number generator itself; functional, performance, security and compatibility testing separately verify the rest of the platform built around that generator.

How should testing be sequenced against launch and licensing?
