How to Build a Poker Platform: The Operator's Guide
Liquidity, licensing, RNG certification, rake economics and honest budget bands: what it actually takes to put a real-money poker room online in 2026.
This poker platform development guide covers what it takes to run a real-money poker room in 2026: filling tables, proving the shuffle, choosing a licence and pricing the rake. Poker is not casino. A slot plays the house, a table plays other players, and that rewrites the economics.
Two OHS Gaming guides already cover casino ground: vendor evaluation, and the compliance runway to launch. This guide stays on the problems only poker has.

What does it take to build a poker platform in 2026?
Building a poker platform in 2026 comes down to five decisions: game line-up, liquidity model, licence, build route and rake structure.
Budgets run from roughly USD 80,000 for a Curacao-route skin to USD 10 million or more for a US regulated launch, on prevailing 2026 market ranges.
None of the five is a technology problem first. The engine that deals cards is commodity software; survival depends on whether people are at the tables and whether a regulator believes the shuffle. This guide is for operators adding poker and founders costing a first build.
How big is the online poker market, and who is already in it?
The global online poker market is projected at roughly USD 4.78 billion in 2026 according to Fortune Business Insights. That figure is essentially the industry's rake pool, because poker revenue is rake.
Traffic is concentrated: one dominant room plus a handful of networks take most of it.
Poker revenue does not spread across mid-sized rooms the way casino revenue does, because players go where the games already are. Regulated markets buy banking access at higher cost; offshore markets buy speed at higher payment risk.
Poker economics differ in a way that catches operators out: revenue is a percentage of money moving between players, not a house edge. Our online casino software guide covers the house-edge side.
Which poker game types and formats should you launch with?
Launch with two variants, not twelve. No Limit Texas Hold'em carries the large majority of online volume, with Pot Limit Omaha a clear second.
Add sit-and-gos and one weekly guaranteed multi-table tournament. Seven-Card Stud and mixed games are prestige rather than revenue at launch.
Format choice is a liquidity choice. Every extra variant, stake and table size splits one pool into smaller pieces, and fifteen half-empty tables look deader than four full ones.
| Format | Who it suits | Liquidity needed |
|---|---|---|
| Hold'em cash games | Core audience, default first product | High, continuous |
| Pot Limit Omaha cash | Higher-value recreational traffic | High, fewer stakes |
| Sit-and-go | Short-session mobile players | Low, fills on demand |
| Multi-table tournament (MTT) | Acquisition and marketing events | Concentrated at fixed times |
| Fast-fold and Spin-and-Go | Mobile retention and frequency | Moderate, pooled |
Standalone room, poker network, or private club model?
Poker network liquidity decides this. A standalone room needs roughly 300 to 500 concurrent cash players before tables stop breaking, on OHS Gaming delivery experience.
Joining the iPoker Network, the Chico Poker Network or WPN as a skin borrows a pool peaking near 3,500 to 4,000 players, on DeucesCracked traffic data.
A skin is a branded front end on someone else's pool. You own acquisition and the player relationship; the network owns the tables, software and certification. It is the fastest honest route into poker room development.
A standalone room gives full control of rake, formats and data, plus full responsibility for filling seats. The private club and union model works differently: closed clubs, unions aggregating them for liquidity, and materially higher counterparty risk.
Check live poker network traffic data for any network you shortlist. The vocabulary is defined in the OHS Gaming iGaming glossary, and skin commercials mirror those on our white label iGaming platform page.
What technical requirements does a real-money poker platform have?
A real-money poker platform tech stack needs an authoritative game engine holding table state server side, a segregated player wallet, certified shuffle and RNG, and an integrity layer.
Most regulators expect complete hand histories retained for the licence term and reproducible on request.
The engine is the hard part. Table state, timers, disconnect protection and side pots must resolve on the server, never the client, and any deal must replay identically from stored seed and action data.
Around it sits what every regulated product needs: KYC at onboarding, AML screening against sanctions and PEP lists, geolocation where the licence demands it, responsible gambling limits, and crypto payment rails where permitted.
Poker then adds an integrity layer nobody else needs: anti-collusion seating analysis, chip-dumping detection, bot detection from timing telemetry, real-time assistance screening and a published HUD policy. Budget it as engineering, not support.
How does RNG and shuffle certification work for poker?
RNG certification for poker tests the shuffle, not only the number generator. An accredited lab reviews source code and seeding, replays millions of simulated deals, then certifies against GLI-19.
No accredited lab publishes a price list. Quotes commonly land between USD 5,000 and USD 65,000 per game category, per lab.
Poker is tested differently from slots because the deal is sequential and shared. A lab checks that shuffles are unbiased, that no card reaches a client early, and that deal order cannot be reconstructed. Plan several weeks to a few months for a first certification.
The GLI-19 standard for interactive gaming systems from Gaming Laboratories International is the reference most regulators name. iTech Labs, eCOGRA and BMM Testlabs are the other ISO/IEC 17025 accredited names operators shortlist.
Which licence do you need to run an online poker site?
Poker licensing requirements depend on where your players sit. The Curacao Gaming Authority (CGA) is the fastest commercial route, the Malta Gaming Authority buys banking credibility, and Kahnawake remains a legacy option.
In the United States only 6 states have live licensed online poker, and Pennsylvania alone charges USD 4 million to USD 10 million.
The Curacao Gaming Authority licenses directly under the island's LOK regime, the shortest path to a live product at the lowest ongoing cost. Malta is the opposite trade: the Malta Gaming Authority licensee requirements are slow and demanding, and unlock EU banking Curacao does not. Kahnawake and the UKGC sit elsewhere.
The United States is a separate exercise. Nevada, New Jersey, Michigan, Pennsylvania, Delaware and West Virginia licence individually, all six share liquidity through MSIGA, and Pennsylvania statute sets a USD 4 million fee per interactive gaming category, or USD 10 million for all three.
Regulators ask poker-specific questions casino applicants never see: collusion detection, segregation of funds held in play and prize-pool guarantees. Compare our licence jurisdictions page, then follow the compliant platform launch playbook.
How do poker platforms make money?
Poker platforms earn from rake, not a house edge. Poker rake models take roughly 3 to 7 percent of each contested cash pot up to a fixed cap, and 5 to 10 percent on top of every tournament buy-in. Rakeback and VIP tiers are paid out of that same pool.
The cap matters more than the percentage. A 5 percent rake capped at USD 3 behaves like a flat fee at mid stakes and a percentage at micro stakes, which is why players compare caps, not headline rates.
Attribution decides who pays: contributed rake charges each player in proportion to what they put in, weighted contributed is fairer, and dealt rake charges the table equally. Rakeback is a cost line, since returning 20 to 40 percent of rake to VIP tiers comes off gross revenue, and headline offers run higher.
Cross-sell is the usual margin repair, because a shared wallet plus casino side games lifts revenue per player above the tables alone. A worked example: 500 cash players each playing one hour a day, at 60 hands an hour and USD 0.35 net rake per hand, produces roughly USD 10,500 a day.
How long does it take and what does it cost to build a poker website?
Online poker site setup takes 8 to 16 weeks for a white-label network skin, 4 to 9 months for a turnkey room on your own licence, and 9 to 24 months for a fully licensed custom build. These are prevailing market ranges, not published institutional figures, and cost scales the same way.
- Route 1, white-label skin, 8 to 16 weeks. Launch on an existing network's licence and pool, typically USD 80,000 to USD 400,000 all in. The realistic first product for most operators, and the route our online poker software supports.
- Route 2, turnkey room, 4 to 9 months. You hold the licence, the provider supplies the platform. Comparable in shape to a turnkey online casino platform deployment, with poker certification added.
- Route 3, full custom build, 9 to 24 months. Core engineering alone runs USD 300,000 to USD 1.5 million or more, rising to USD 2 million to USD 10 million or more once US state licensing applies.
Ongoing costs are the ones first budgets miss: compliance tooling at USD 5,000 to USD 30,000 per month at scale, plus re-certification and committed rakeback. The mistakes that add six months are applying for the licence late and opening 40 tables into a pool that fills four.
