Costs and timelines above are industry ranges for 2026, except where a regulator publishes its own fees. Curacao now licenses operators directly through the Curacao Gaming Authority (CGA) under its LOK regime, with fit and proper checks and AML reporting replacing sub-licences.

A Curacao B2C licence costs EUR 4,592 to apply for and EUR 47,450 a year, being EUR 24,490 to the National Treasury plus EUR 22,960 for CGA supervision, per the official CGA LOK fee schedule version 2.0, dated 15 October 2025.

Anjouan, licensed by the Anjouan Offshore Finance Authority, is the fastest route to a live .com book. The Kahnawake Gaming Commission covers North America facing brands; the Isle of Man Gambling Supervision Commission and Gibraltar Regulatory Authority are tier one.

Malta is the EU facing choice. The Malta Gaming Authority charges a one off application fee of EUR 5,000 and a fixed annual B2C licence fee of EUR 25,000, per its licence fees and taxation guidance note.

United States access is priced on another scale entirely. Pennsylvania charges USD 10 million for a sports wagering certificate and USD 250,000 to renew it every five years, per the PGCB schedule of fees.

Judge sports betting software providers on coverage for your target country, in-play latency, how much trading the supplier runs, and what happens to your player data if you leave. A sports betting odds feed delivers fixtures, prices and live scores over an API, and the operator's engine turns them into markets.

Sportsbook payment processing runs through high risk acquiring, because betting sits in a restricted merchant category. Acquirers want a licence, a registered company and processing history before onboarding.

Local deposit methods matter more than card coverage in growth markets, and withdrawal speed drives retention.

Overround is the amount by which the implied probabilities of every outcome exceed 100 percent, and it is the book's theoretical margin. A market priced at 1.91 and 1.91 carries an overround near 104.7 percent, a theoretical hold around 4.5 percent of turnover.

Typical pre-match overround runs 103 to 108 percent (industry range, 2026), thin on headline markets, wider on accumulators.

What Is a Hold Percentage, and What Should Yours Be?

Hold percentage is revenue divided by handle. United States operators generated USD 16.96 billion on USD 166.94 billion of handle in 2025, an implied hold of 10.16 percent, according to the American Gaming Association Commercial Gaming Revenue Tracker.

That includes parlays and in-play, so a book selling mostly single bets should expect less. Net margin after bonuses, tax and fees lands at 5 to 15 percent of GGR (industry range, 2026).

Liability Caps and Stake Factoring

Liability management caps how much the book can lose on one outcome: a maximum per selection, per market and per event. Without caps, one longshot erases a month of margin.

Stake factoring automatically reduces maximum stake for customers who beat the closing price. It is how books survive sharp action without closing accounts, and it must run from day one.

Cash-Out, Bet Builder and the Trading Desk

Cash-out settles an open bet early at a price the book calculates live. Bet builder, or same game parlay, combines outcomes from one event; the legs are correlated, so pricing them independently hands the customer an edge.

The liquidity reserve is the forgotten line: a book can be profitable across a season and still fail to pay out after one bad weekend, so treat it as working capital. Break even then depends more on acquisition cost than platform cost.
